Universities often play a crucial role in providing expert advice to various levels of government, whether it’s local, regional, or national. This role is commonly referred to as “academic or research expertise” or “academic engagement in public policy.” In many countries, government agencies and universities have established partnerships and channels of communication to facilitate the exchange of knowledge and expertise. This collaboration between academia and government can lead to more informed, evidence-based policies and better decision-making at all levels of government.

Expert Advice to National Government

National Education Policy - NEP2020

Revised and reintroduced in 2020, the National Education Policy is the first education policy of the 21st century and aims to address the many growing developmental imperatives of our country. This Policy proposes the revision and revamping of all aspects of the education structure, including its regulation and governance, to create a new system that is aligned with the aspirational goals of 21st century education, including SDG4, while building upon India’s traditions and value systems. The University has been involved with the MHRD, Government of India in developing and contributing directly to transform our nation sustainably into an equitable and vibrant knowledge society, by providing high quality education to all.

KIIT Deemed to be University has provided specific advice on NEP by conducting a study called “DELPHI EVALUATION OF HIGHER EDUCATION POLICY OF NEP 2020” in 2022. The objectives of the study are:

  • To structure the higher education policies recommended by NEP 2020 in the form of a set of strategies, satisfying a set of goals, and being supported by a set of policies.
  • To generate additional policies commensurate with each strategy and to satisfy the identified goals.
  • To list the obstacles that could hinder the successful implementation of the policies.
  • To suggest effective action plans that the government should implement to successfully execute the policies.
  • To find ways to improve the quality of research in the country and make India a hub of world-class research.
  • To rate the policies for ease of implementation, effectiveness, and time priority (urgency of implementation), the obstacles for ease of removal, and the action plans for producing the desired outcomes.

In 2022, the University has conducted the activities on “National Education Policy 2020 (NEP)”

National Education Policy and its Imperative for Professional Education

A Special Lecture on ‘National Education Policy and its Imperative for Professional Education’ was organized by the Department of Social Sciences and Humanities, KIIT Law School (KLS) on 26th August 2022 in hybrid mode. Delivering the lecture, Prof. N. V. Varghese, Vice Chancellor, National Institute for Educational Planning and Administration (NIEPA), New Delhi said that legal education in India has ample scope for growth and employment.

He called for gender parity and representation of all social groups in legal education as well as profession. The futuristic university may not be close to anything that we see now due to the growth of virtual space, he said, informing that the National Education Policy speaks of continuation as well as flexibility, which implies ‘out of box’ changes.

Prof. Bhavani Prasad Panda, Director, KLS chaired the session, which was meant only for the faculty members of the School. The lecture was followed by a Q&A session in which participants interacted with the speaker. It was anchored by Dr. Binita Behera, one of the faculty conveners. Prof. Sanghamitra Patnaik and Dr. Amar Kumar Mohanty also spoke.

New Education Policy – 2020: Issues and Challenges

The Internal Quality Assurance Cell (IQAC) of KISS-DU organized a distinguished talk on April 1, 2022, focusing on the ‘New Education Policy – 2020: Issues and Challenges’. Renowned speaker Prof. Dr. E Balagurusamy, Chairman of EBG Foundation, Coimbatore, and a prominent figure in education, addressed the gathering. Prof. Balagurusamy highlighted India’s educational shortcomings and its impact on development indices. He emphasized the need for education reform, citing the New Education Policy 2020 as a crucial step. Prof. Balagurusamy outlined the historical context of educational policies and underscored their implementation challenges. He discussed NEP 2020’s key features, including its comprehensive coverage of all educational phases and the classification of institutions.

The talk provided a platform to address critical issues in education and the potential of NEP 2020 in reshaping the landscape.

Expert Advice through “Paramarsh” Scheme

The ‘Paramarsh’ scheme of University Grants Commission (UGC), India is meant for mentoring National Assessment and Accreditation Council (NAAC) accreditation aspirant institutions to promote quality assurance in higher education in India. The University has been nominated as a mentor institute to extend all sorts of support to the mentee institutions awaiting for accreditation in different stages starting from preparation of Self Study Report to visit of Peer Team Members by NAAC. The whole process is coordinated by University Internal Quality Assurance Cell (IQAC). In this scheme, 32 colleges and 4 Universities have signed their MoU with the University. The Activities in paramarsh scheme is oriented for SDG 4: access to and providing quality education.

Expert Advice through KIIT-Technology Business Incubator (KIIT-TBI)

Today KIIT-TBI is recognized as a “Centre of Excellence in Incubation” awarded by DST, Govt of India. As a Technology Business Incubator, it has been networked with all TBIs in the country through various networks like ISBA through which the organization is networked with AABI (Asia Pacific), European UKBI and US NBIA. It is also a member of the Asia Pacific Incubator Network (APIN). Over the years, KIIT-TBI has been working as an implementing partner of variuos government sponsored flagship funding and fellowship programs like DST – NIDHI EIR and PRAYAS, DBT BIRAC – Biotechnology Ignition Grant, Boeing India – BUILD Program, DBT BIRAC–Social Innovation Immersion Programme, Invest India – Agriculture Grand challenge and many more.  Recently, KIIT-TBI has been recognized as one of the satellite centers for DST-CAWACH Program and MeitY SASACT Program. The DBT BIRAC has established one of its regional centers (BRTC) at KIIT -TBI to promote the startup ecosystem in east and northeast regions of India abd SPARSH center to address the problems of societal relevance through technological solutions. MSME, Govt. of India has established SFURTI Centre at KIIT-TBI to promote cluster development. KIIT-TBI is also identified as the Nodal Incubator to set up Food Testing Lab facility by Startup Odisha.

Recently DBT BIRAC announced to establish one of the Technology Transfer officers in KIIT-TBI. KIIT-TBI provides an appropriate platform and environment with a world-class infrastructure of around 120,000 sq. ft. that offers a wide range of incubation facilities and services to the prospective entrepreneurs to convert their innovative ideas into commercially viable products and till date, it has already incubated and mentored 200+ startups and filed 80+ IPs. KIIT-TBI is incubating startups in the domain of IT and Engineering, Cleantech, Healthcare and Life Sciences, Biotechnology, Agri and Food Tech and other social innovation areas. KIIT Technology Enabling Centre (KIIT-TEC) is established at R&D building, Campus-3, KIIT DU with the support from the Department of Science and Technology (DST), Government of India. It acts as an enabler to built a hub and spokes model among Industries and Academia to solve the existing problems of the industries in and around with efficient use of the research facilities of the academia. Further KIIT-Tec will act as a facilitator to create an ecosystem to boost innovation and commercialize the existing and newly developed technologies in and around. KIIT-TEC creates an Ecosystem for Technology Development primarily in the state of Odisha by networking Industries (MSMEs) with researchers, institutes, universities, National laboratories, and regional laboratories in all possible ways by:

Expert Advice through Centre of Excellence for Sustainability and Equity

The centre is established to create awareness among students, staff and general public about the needs and importance of sustainable development goals, its importance and impact on the progress of our nation. This Center of Excellence has been working on gathering, measuring and analyzing data related to different sustainable development goals both at national level and international through its collaborations, partners, NGOs, surveys and research activities. It is also working towards more collaborations at national and international level, NGOs and corporate to frame policies and decide on plan of action to meet the goals.

Expert Advice to National Highway Authority of India (NHAI):

The School of Civil Engineering is actively involved in the Improvement of road infrastructure in the country under the umbrella of ‘Institutional Social Responsibility (ISR)‘ for the adopted  two stretches of National Highways:

  1. 74.5 km stretch from Chandikhol to Bhadrak Section on NH-5 (New NH-16)
  2. 166 km stretch from Panikoili to Rimuli Section on NH-215 (New NH-20)

National Highway Authority of India (NHAI), Odisha

Year: 2020-25

The prime objective of this initiative by NHAI is to bridge the Industry-Institution gap and familiarize students with the latest trends followed in industry. Further, the research output could be suitably adopted in practice by NHAI in different projects

Scope of Recommendation involves:

  • Improvements in safety provision by removing existing deficiencies.
  • Improvements in continual maintenance of the stretch using new technologies.
  • Localized solutions for removal of congestion points thereby increasing the average speed of traffic flow.
  • Improvements in the riding comfort through cost effective measures based on innovative technologies on practices applicable in the area.
  • Viability of new way side amenities for road user based on the existing traffic pattern and user expectations.

Expert Advice to local and regional Authorities

Faecal sludge and septage management (fssm)

As phase II of the program, the State Government has now embarked to scale FSSM services from nine AMRUT Mission towns to 118 towns spreading across 30 districts under the Govt Flagship ‘Swachh Odisha Sustha Odisha’ Banner on Faecal Sludge and Septage Management (FSSM), for improving sanitation for all as part of the vision of the Hon’ble Chief Minister of Odisha. Technical Support was provided by EY LLP to Housing & Urban Development Department, Government of Odisha. EY led TSU has engaged Kalinga Institute of Industrial Technology (KIIT), Bhubaneshwar in 8 districts of Odisha to build local technical capabilities and execute the interventions during the year 2020-22.

Implementation Methodology: The partnership between EY & KIIT DU focused on two areas:

(1) Urban FSSM Fellowship Program to support at program delivery at district level (Gajapati, Mayurbhanj, Rayagada, Bargarh, Subarnpur & Boudh, Kendrapada, Jagatsinghpur, Kandhamala) and construction of Septage Treatment Plant at 28 ULBs

(2) Technical support through R&D to identify improvement in existing FSSM infrastructure such as efficiency enhancement of existing treatment plant at Basuaghai, Bhubaneswar, Odisha, Inclusion of FSSM in academic curriculum and Training infrastructure to conduct FSSM programs

Expert Advice and Work with Collaboration of National Government on SLOPE STABILIZATION / LAND SLIDE PROTECTION WORK / WIDENING OF HILL ROAD SECTIONS

KIIT University, The School of Civil Engineering has developed a competency in the State of Odisha in the area of Slope stabilization/landslide protection work/ widening of hill road sections using advanced technology such as soil nailing and soil nailed reinforced earth wall. The recommendations/solutions submitted by the school in the form of Detailed Project Reports (DPRs) for various local problems received from National Highways, Odisha, are approved by Ministry of Road Transport & Highways (MoRTH), Government of India and was implemented under the supervision of the KIIT School of Civil Engineering.

Expert Advice: Widening of Existing Road of Kalinga Ghat in Valley Side for Elimination of Black Spot Using Innovative Reinforced Earth Composite/Hybrid System From Km 86.330 To 86.615 Including Reconstruction of Minor Bridge at Ch:86.700 of N.H. 157, in the State of Odisha under Road Safety Scheme for the Year 2021-22.

Expert Advice on Issue as: The stretch from Km 86/330 to 86/615 Km is a declared black spot since 2013 to 2015 and has not been eradicated permanently yet. The occurrence of accidents at the said stretch is much common which is considered to be critical. Hence, this poor geometry of the road which was causing the fatal accidents and lack of sight distance was required permanently elimination of black spot to improve at seven vulnerable locations where six critical curves are existed within the length of 285m in the black spot portion by uniform widening of the road on valley side.

KIIT University has developed and delivered the concept designs along with drawings and proof concepts for the modified shell for TAL torpedo on 18-May-2023, against the service order number 3420007711/SO dated 17-October-2022. KIIT University will be providing the warranty of 12 months for all the designs/drawings/3d models against the PO. Since the proof of concepts were delivered physically, service will be provided for maintaining the same.
The assembly procedure was jointly developed by KIIT and BDL SEG team and a demonstration was given to the SEG team.

Actively Participation in Committees of Housing & Urban Development Department

Prof. S. S. Ray, Director, School of Architecture and Planning, KIIT Deemed to be University has actively participated in the meeting of the State High Level Committee collaborated with the Central High Level Committee to facilitate refining the urban planning in cities and to escort the process of unlocking the potential of the cities as engines of economic growth to achieve the objective of enhancing the liveability of the cities and environment sustainability.

Expert Advice to Regional Government on Planning and Building Standard Regulation

KIIT University participated in discussion meeting organized by the Cuttack Development Authority for the  preparation of “Planning and Building Standards Regulations, 2022 for Old/ Core Areas of Cuttack”. CRISIL Infrastructure Advisory has been engaged by CDA as Consultant for the subject assignment. Pursuant to the site visit, meetings with Architects, real-estate promoters/ developers as well as multiple rounds of discussions with CDA & CMC officials, the Draft Regulations has been prepared and submitted by the Consulting Firm. In this regard , a meeting has been scheduled on 19.04.2022 at 11:30 AM in the Conference Hall of CMC, Cuttack under the chairmanship of Municipal Commissioner CMC-cum Secretary, CDA.

The University has established a Department named as “Department of Public Policy”. The mission of the Department are

  • The Department will be devoted to the study of public policy analysis, design, implementation, and evaluation adopting an evidence-based cross-disciplinary approach.
  • Acting as a think-tank, it will independently capture and analyze the public perception of the social and economic impact of the current government policies and share its findings with the concerned policy administrators.
  • Collaborating with national and international institutes and scholars, it will undertake public policy projects of national and global importance.

Increase of Women's Age for Marriage: Social and Legal Ramifications”

KIIT Centre for Constitutional Law Studies & Research (CCLSR) at KIIT Law School (KLS) conducted a Panel Discussion on “Increase of Women’s Age for Marriage: Social and Legal Ramifications” on January 30, 2022. Distinguished speakers included Prof. S. N. Mishra, Dean of KIIT School of Management; Advocate Ashwini Upadhyay from the Supreme Court of India; and Dr. Tapan Mohanty, Professor at National Law Institute University, Bhopal. Advocate Ashwini Upadhyay emphasized the importance of discussing the increase in women’s marriage age, citing his 2015 petition on the matter. He highlighted financial and emotional maturity and constitutional validity, advocating for a higher marriage age. Prof. S. N. Mishra discussed the historical context of marriage in India and the move towards a universal civil code. Dr. Tapan R. Mohanty delved into societal implications. The session covered advantages, disadvantages, criticisms, and the origins of child marriage. Dr. Kyvalya Garikapati from KLS has moderated the webinar.

Tribal Administration & Development in India

The School of Tribal Culture, Philosophy, and Eco-spiritualism’s Political Science Programme organized an international webinar on ‘Tribal Administration and Development in India’ on February 17, 2022. The esteemed speaker, His Excellency Shri Arun Kumar Sahu, IFS, High Commissioner of India to Trinidad and Tobago, discussed the pressing issues related to indigenous communities. Shri Sahu shed light on historical challenges, citing the exploitation of indigenous cultures and resources by European powers. He emphasized three developmental approaches – isolation, assimilation, and integration – and stressed the importance of striking a balance between societal growth and tribal welfare. Shri Sahu advocated for preserving tribal identity, offering choices, and creating opportunities. Attended by faculty and scholars from various universities, the webinar aimed to address these vital concerns and foster awareness about the protection and promotion of tribal cultures in India.

Mental Health Among Tribes: Awareness, Prevention And Intervention Strategies

The School of Tribal Heritage and Tribal Indology (THTI) at KISS Deemed University hosted an international webinar on ‘Mental Health among Tribes: Awareness, Prevention, and Intervention Strategies’ on September 10, 2022, coinciding with World Suicide Prevention Day. The event aimed to raise awareness of mental health issues. Professor Angel Bondoc Masanda from the National University of the Philippines emphasized the importance of life skills and reducing stigmas to manage mental health effectively and curb rising suicide rates. While suicide rates were higher among males than females, intervention strategies and prevention practices were discussed. The importance of mental health in tribal communities was highlighted, with a focus on youth education in life skills. The webinar concluded with discussions on mental health statistics, helpline numbers, and the need for wellness and counseling centers in organizations. Various speakers, including Professor Deepak Kumar Behera, Dr. Prashanta Kumar Routray, and Professor Namita Mohanty, contributed to the event.

The Centre for Study & Research in Legislative Drafting (CSRLD) at KIIT Law School (KLS) successfully organized a National Policy Formulation Competition on April 9th-10th, 2022. This distinctive competition aimed to cultivate an understanding of legislative drafting and inspire innovative policy formulation among law and other students. With a unique concept, the competition received numerous submissions from various law schools. Among these, 10 outstanding entries were chosen for the event. The selected participants presented their innovative policies on diverse themes such as human-elephant conflict compensation, soil conservation, crypto-currency, and urban employment. The presentations were followed by insightful question-answer sessions with the panel of judges. Renowned experts from different fields, including legal and environmental domains, served as judges.

The competition successfully fostered innovative thinking and policy formulation skills among the participants.
